UN Security Council Endorses the US Gaza Strip Proposal

The global body has voted to endorse proposals advanced by President Trump for establishing a durable ceasefire in Gaza, encompassing the introduction of an multinational security unit and a potential path to a Palestinian statehood.

Broad Backing with Notable Absent Votes

The proposal was adopted by a vote of thirteen supporting, with China and Russia abstaining. Washington's diplomat Mike Waltz informed the UN assembly that it charted “a fresh direction in the Middle East for Israelis and Palestinians and all the inhabitants of the territory alike”.

Balanced Phrasing on Palestinian Statehood

The inclusion of mentions to an self-governing Palestine was the price the United States paid for support from the Arab states, who are expected to contribute security forces for the international stabilisation force (ISF).

“Provisional steps that we begin today must be carried out in following international law and respecting Palestinian self-determination,” James Kariuki affirmed.

Netanyahu's Objection Persists

Nevertheless, on the verge of the UN vote, Israeli prime minister the Israeli leader reiterated his government’s adamant opposition to the creation of a sovereign Palestine, casting doubt on whether Israel will permit the execution of the UN-mandated proposals.

Central Components of the Resolution

  • Prompt removal of existing limitations on assistance into the strip
  • Creation of an multinational peacekeeping unit
  • Progress on reconstruction and a eventual “avenue to Palestinian sovereignty and statehood”

Unclear Language and Conditions

The mention to sovereignty was a compromise addition to an first US version which excluded it. But the language is ambiguous and contingent, promising only that once the Palestinian Authority has reformed itself and the restoration of the territory is under way, “the conditions may finally be in place for a realistic route to Palestinian self-determination and nationhood.”

International Response

The language was insufficient of the firm commitment to the creation of a Palestinian state beside Israel desired by Arab countries, as well as European delegates, but in speeches to the chamber after the approval, representatives from those states said they were willing to endorse the settlement in the interests of prolonging the present ceasefire and swift steps to assist and secure the 2.2 million Palestinians in the territory.

“We has finally decided to endorse of this text, a text that we back its main goal, namely the continuation of the ceasefire and the establishment of situations allowing the Palestinian people to claim their immeasurable rights to self-determination and sovereignty,” Algeria's representative announced.

Implementation Challenges

The proposal gives overall oversight authority to a “board of peace” led by Trump, but of uncertain membership. The board has to inform the United Nations but it is not bound by the wishes of the United Nations or by the PA.

It also calls for the establishment of a Palestinian technocratic committee that is tasked with overseeing routine management of the Gaza and the provision of utilities, but it is far from clear who would be involved.

Stabilisation Team Mandate

The authority of the international stabilisation force gives it authority to disarm and dismantle armed groups in Gaza, but it is highly uncertain that potential participating nations would agree to attempt to face such groups. Not a single nation has to date pledged to dispatching troops.

Moreover the standards for reform of the Palestinian Authority, the requirement towards steps to Palestinian statehood, have been vague.

European officials said they viewed it as pressing that the members of the Palestinian technocratic committee to provide utilities was settled as without delay.
